With reference to the letter from this department
no 6813/6813/10 of the 22nd September last, I am directed

by Secretary Sir Austen Chamberlain to transmit herewith,
to be laid before the Secretary of State for the Colonies,
a memorandum on the subject of the protection of Anglo-
Chinese in China. Sir Austen Chamberlain would be glad if
copies of this memorandum could be sent to the Governors
of the Straits Settlements and Hong Kong and to the High
Commissioner of the Malay States with a request that they
furnish their considered views on the whole question. Copies
of the memorandum with a similar request are being forwarded
to His Majesty's Minister at Peking and the various consular
officers in China who have had special experience in dealing
with this question. Sir Austen Chamberlain suggests, for
the consideration of Mr. Secretary Amery, that the
interdepartmental conference proposed in the letter from

the Colonial Office No. 30014/1927 of the 3rd October
might be held after the replies from the above-named
officers have been received by the departments concerned.
